I believe the following can work.
Go to Administrator workcenter --> Workflow rules.
Create a new rule for the Ticket BO as shown below in the first step:
In the second step enter the condition as below:
In the Actions step, you can either choose email or notification where you can enter the employee to who the email/noticatio needs to go.
